I. General Regulations

1. The present Order regulates enrollment of foreign citizens, including compatriots living abroad (further - foreign citizens), attending at the state educational establishment of higher professional education «Saratov State Technical University» for teaching on the basic educational programs of higher professional education. Enrollment of foreign citizens in educational establishment in the part which is not settled by the present Order, is carried out according to the Order of enrollment of citizens in educational establishments of the higher professional education, having the state accreditation, on 2009/2010, approved by the order of Ministry of Education and Science of the Russian Federation N396 from 26.12.2008 with changes N58 from 24.2.2009 (further - the Order of enrollment in higher educational institutions).

2. Foreign citizens are concerned to be:

Foreign citizens - physical persons who are not citizens of the Russian Federation and have documents, confirming citizenship of the foreign state (including citizens of republics of the former USSR);

Persons without citizenship (stateless) - physical persons who are not citizens of the Russian Federation and don’t have documents, confirming citizenship of the foreign state.

3. Admission of foreign citizens for training on the basic educational programs of higher professional education in SSTU is realized according to the international contracts of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of corresponding budget (including within the limits of the Government of the Russian Federation quotas), and also under contracts with payment for education (tuition fee) physical and (or) legal persons.

4. Admission of foreign citizens for training at the expense of corresponding budget is realized:

4.1. Within the limits of quotas established by the Government of the Russian Federation in accordance with [9] - to the federal government educational institutions of higher education in the areas of Federal Agency of Education.

4.2. According to the Agreement on granting equal rights to citizens of the state-participants of the Contract on deepening integration in economic and humanitarian areas from March, 29th, 1996 [8] on entering to educational institutions (citizens of republics Belarus, Tajikistan, Kazakhstan and Kyrgyzstan) and other international contracts of the Russian Federation and intergovernmental agreements of the Russian Federation — to the state educational institutions of the higher professional education.

4.3. On the basis of the certificate of the participant of the Government program on assistance rendering to voluntary resettlement to the Russian Federation the compatriots living abroad, became participants of the Government program on assistance rendering to voluntary resettlement to the Russian Federation the compatriots living abroad [11], - to the state and municipal educational institutions of the higher professional education.

4.4 According to the Federal law «About a state policy of the Russian Federation concerning compatriots abroad» [10] - to the state educational institutions of the higher professional education.

5. Admission of foreign citizens specified in subparagraphs 4.2. - 4.4. of the paragraph 4 of This Order, for higher education for the first time at the expense of the corresponding budget is implemented on a competitive basis, unless otherwise stipulated by Russian legislation.

6. Admission of foreign citizens in SSTU for education on the basis of contracts with payment of cost for education individuals and (or) legal persons shall be provided within the limits of number, installed by license to conduct educational activities, under conditions prescribed by the Rules of the annual admission SSTU.

7. Admission of foreign citizens for training in educational institutions under opened names of the closed specialities is only allowed with the permission of the Federal enforcement authority to which are assigned functions of the founder, which is given on the basis of the positive decision of coordination agency created by Federal Agency of Education.

8. Foreign citizens have the right to out-of-competition entering and priority right for entering to the state and municipal educational institutions of higher professional education in cases provided by the legislation of the Russian Federation.

9. SSTU admitting commission places the information specified in paragraphs 20 and 21 of the Procedure for admission to higher education institutions at the information stand of the admitting commission and on an official site of university www.sstu.ru. During the documents admission admitting commission daily informs about the number of submitted applications, and competition, organizes the functioning of the telephone lines for answering to all the applicants questions.

II. Documents reception from applicants

10. Documents reception for the first-year applicants is carried-out on the following dates:

10.1. From the foreign citizens specified in subparagraph 4.1. of paragraph 4 of this Order within the timeframe, established by Federal Agency of Education;

10.2. From the foreign citizens specified in subparagraph 4.2.-4.4. of paragraph 4 of this Order, within the timeframe stipulated by paragraph 3.5 of the SSTU Admission Rules 2009 (with changes). Documents reception for the first-year study from foreign citizens, which admit for study with payment for education (tuition fee) for education individuals and (or) legal persons is carried-out within the timeframe, stipulated Annual SSTU Admission Rules.

11. A first-year applicant is entitled to fill in an application to SSTU to the several study directions (specialities), to the several study forms, which implemented basic education programs, simultaneously, and also simultaneously to the budgetary places and places under contracts with payment for education (tuition fee). Foreign citizens, which have certificates on results of uniform graduation examination (UGE), entitled to enter on the basis of the UGE results and to apply to several educational institutions, including sending the certificates and necessary documents through the postal operators of public telecommunication according to order of foreign citizen enrollment to higher education institutions.

12. Foreign citizen admitting for study to a bachelor degree program or diploma specialist program represent the education document of the foreign state recognized as equivalent of the state secondary (full) general education or secondary professional education at the Russian Federation. Foreign citizen admitting for study to a master degree program represent the education document of the foreign state recognized as equivalent of the bachelor diploma or the specialist diploma at the Russian Federation.

13. At SSTU admission commission a foreign citizen writes a statement (in Russian) about admission to SSTU, then the foreign citizen represents following documents:

• Originals of education documents of the foreign state and their appendix legalized in the prescribed manner (if the last is stipulated by the legislation of the state in which such education document is given out) of a list specified in paragraph 12 of the present Order;

• The translation of the education document of the foreign state and its appendices into Russian certified in the prescribed manner;

• Copy of the document proving the identity of the foreign citizen in the Russian Federation according to [3];

• Copy of the entry visa to the Russian Federation if the foreign citizen has arrived to the Russian Federation under the entry visa;

• 8 photos 3x4 sm All translations into Russian should be done to a name and a surname specified in entry visa.

14. The foreign citizens acting within the limits of established [9] quotas, besides the documents mentioned in paragraph 13, represent also an assignment of Federal agency for education.

15. In the application form an applicant fixes the fact of acquaintance with the license for the University right to provide educational activity and with the certificate on the state accreditation and appendices to them in the chosen direction of preparation or a speciality or absence of the specified certificate and signs these facts. In the same order the applicant signature is fixed an acquaintance with rules of appeal submission.

16. An applicant personally gets the quittance about his/her received documents on reception.

17. All foreign citizens arriving to study at SSTU, before submission of their documents in SSTU Admission commission, have a check of documents in the International Student Office of International Relations Department.

III. Entrance tests

18. Entrance tests for the foreign citizens mentioned in subparagraphs 4.2. - 4.4. of paragraph 4 of the present Order, are determined and organized according to paragraph 4 of Rules of admission to SSTU in 2009 (with changes).

19. The form and the list of entrance tests for foreign citizens indicated in paragraph 6 of the present Order, are defined according to section 4 of the Rules of admission to SSTU in 2009.

20. If foreign citizens indicated in subparagraphs 4.2.-4.4. of paragraph 4 and in paragraph 6 of the present Order, present results USE in subjects of general education included by SSTU in the list of entrance tests for the corresponding direction of preparation or a speciality, Admission Commission of SSTU considers USE results as results of entrance tests in subjects of general education.

21. The foreign citizens who are having the right of admission for study due to budget funds and are being winners and prize-winners of the final stage of the All-Russia Olympiad of schoolchildren, are accepted at SSTU without entrance tests in directions of preparation (specialities) corresponding to profile of the All-Russia Olympiad of schoolchildren. Results of winners and prize-winners of the final stage of the All-Russia Olympiad of schoolchildren admit as the higher results of entrance tests («100» points) in these subjects of general education at admission on the directions of preparation (speciality) which is not relevant of the profile of Olympiad. Foreign citizens who are winners and prize-winners of schoolchildren Olympiads admit to educational establishments in the way approved by the order of the Ministry for Education and Science of the Russian Federation N285 dated from October, the 22nd, 2007 (it is registered by the Ministry of Justice of the Russian Federation in November, the 16th, 2007, registration N10496), with the changes brought by orders of the Ministry of Education and Science of the Russian Federation N255 from September, the 4th, 2008 (it is registered by the Ministry of Justice of the Russian Federation in October, the 1st, 2008, registration N12381) and N92 from March, the 20th, 2009 (it is registered by the Ministry of Justice of the Russian Federation in April, the 27th, 2009, registration N13837).

22. The foreign citizens indicated in subparagraph 4.1. of paragraph 4 of the present Order, are accepted in federal state educational establishments of the of the higher professional education without entrance tests according to commitments of Federal agency for Education.

IV. Enrollment to SSTU

23. Enrollment of foreign citizens mentioned in subparagraph 4.2. - 4.4. of paragraph 4 of the present Order, on the places financed due to the budget funds, is done according to section 8 of the Rules of Admission at SSTU in 2009 (with changes).

24. Enrollment of foreign citizens admitting on the basis of commitments of Federal agency for Education, is done in the terms defined by Federal agency for Education.

25. Enrollment of foreign citizens for study under contracts with payment for education (tuition fee) done by physical and (or) legal persons is carried out according to section 9 of Rules of Admission at SSTU in 2009.

V. The order of payment

26. Payment for education (tuition fee) and accommodation of foreign citizens who admits under subparagraphs 4.2. - 4.4. of paragraph 4 of the present Order, is established as for citizens of the Russian Federation. Other categories of foreign citizens are defined by corresponding orders of SSTU.

27. Payment for education (tuition fee) is carried out by physical and (or) legal persons with transfer of money to the bank account of SSTU.

The order is accepted at the session of Admission Commission of SSTU, report N13 dated from June, the 16th, 2009.
