Statement of Competition:
- General statements:
International Competition of Computer Projects among Kids, Youth and Students “DIGITAL WIND” is held annually by International Faculty of Applied Computer Technologies with support of corporation Aptech Ltd. (India). The competition is held under the aegis of the Federal Agency for Education of the Russian Federation.
“Digital Wind” was held for the first time in May-June, 2002.
Age of participants: 7-21
Objectives of the Competition are:
- development of creative interest in the field of computer technologies;
- improvement of practical skills of working with Internet technologies and computer graphics;
- study of modern software for creating Internet-applications and Computer Animation
- Leadership of Competition:
“Digital Wind” is organized by International Faculty of Applied Computer Technologies of SSTU and Saratov Arena Multimedia Center.
The co-organizer of the competition ”Digital Wind” is the group of companies “Softline” (Moscow, Russia). General sponsor is HP .
The Organizational Committee consists of the founders of the competition. The Organizational Committee forms Commission of Experts consisted of specialists of corresponding fields for projects evaluation.
- Regulations of Participation
The competition is held from December, 1, 2008 till April, 28, 2009. Project applications are registered from December, 10, 2008 till March, 20, 2009.The Commission of Experts will start expertise from March, 20 ,2009.

Casual games are games for chance players who play from time to time. These games are simple and don’t require high level of use of computers and other devices (Pocket PC, Smartphone, mobile phones and so on). They are well designed, have no violence and easy to play.
- Online-Flash games

- from 18 till 21
Topics are free at any age categories in the nomination “Computer Games”.
- Project Requirements
Every author or team may present not more than 5 projects in any nomination. Every project is registered separately. The team may be not more than 3 persons. If the participants of the team belong to different age groups the project registration will be done according to the age of the eldest participant. The projects may contain only English or Russian information.
- Project Technical Requirements
Permissible software for computer projects are:
- Internet-applications- HTML, JavaScript, CSS, Adobe PhotoShop, Adobe Dreamweaver, Adobe Flash, PHP, Perl, CGI, ASP, ASP.NET
- Multimedia-ToonBoom Tech., TB Solo/Digital pro, Adobe Flash, Adobe PhotoShop, CorelDraw, 3DS Max, Adobe Premier, Adobe After Effects, Maya.
- Computer games – any software suitable for OS Windows
Every project must follow special requirements:
- It must be fit for review on a personal computer with OS Windows NT/2000/XP/Vista.
- It must not require installation
- Present non-defaulty fonts, in the case of using, put them in the catalogue “Fonts” additionally.
- Any mobile gadgets with OS Windows Mobile or Symbian OS, Palm OS, Pocket PC for Smartphone and Pocket PC casual games. Windows Mobile is preferable.
Creation of Internet-applications takes into account the following requirements:
- The site must be fit for review in Off-line (without linking to external program)
- The main file must be called index.htm (extension depends on using a*ids- *.htm or *.html for static page, *.php for PHP script, *.pl for Perl script, *.asp for applications, using ASP technology and *.aspx for ASP.NET) and be situated in the root directory of the site
- All images must be gathered in the separate directory in formats *.gif. *.jpeg. *.png.
- The size of the site must not exceed 100KB.
Requirements to static graphic projects, made in Adobe PhotoShop and Corel Draw.
- Adobe PhotoShop It is necessary to present an initial file (with extension *.psd without merging layers) and a file with extension *.jpeg
- CorelDraw It is necessary to present an initial file (with extension *.cdr) and a file with extension *.jpeg
Requirements to Animation projects, made in ToonBoom Studio, TB Solo/Digital Pro, Adobe Flash
- It is necessary to present an initial file (with extension *.fla for Adobe Flash, *.tbs for ToonBoom and *. and a file with extension *.swf
Requirements to animation projects, made in 3DS Max:
- It is necessary to present an initial file (with extension *.max) and a final project in the format *.avi or *.mov
- A traced file must be viewed in standard Windows Media Player
- A traced file must not require installation
Requirements to computer games
- It is necessary to present an initial file (with extension *.exe)
- Online Flash game. It is necessary to present an initial file (with extension *.fla for Adobe Flash) and file with extension *.swf
- A game must not require installation
- Refusal Regulations
The Commission of Experts has the right to decline projects:
- containing advertising,
- unquotable and rude expressions,
- containing pornography and references to such resources,
- appeals to violating the existing legislation and racist disposition statements,
- abuse a law about intellectual property rights
- non-observance of rules and technical aspects (article 5 of this Statement).
- Order of Registration and Reception of Projects to the Competition
All international projects must be registered on the web-site www.sstu-edu.com. Every project after its registration gets unique number which is necessary to indicate sending off the project and initial files.
Ways of Presenting Projects to the Competition
All projects and initial files will be obligatory sent to the Organizational Committee “Digital Wind-2009”
- Nomination “Internet-Applications”:
- Via Internet. We don’t recommend you to use hosters with low canal capacity. You have to put banner of a participant of the competition “Digital Wind-2009” on the main page of your project, which you can take from web-site http://www.sstu-edu.com.
- Via e-mail. The size of the project must not exceed 512 KB. Registration number of project have to be pointed at e-mail.
- Via post – mail. Projects have to be presented in the electronic information medium (laser disc) Registration number of the project has to be pointed at the attached letter.
- Nomination “Multimedia Technologies” (choose one option):
- Via e-mail. The size of the project must not exceed 512 KB. Registration number of project has to be pointed at e-mail.
- Via post – mail. Projects have to be presented in the electronic information medium (laser disc). Registration number of project has to be pointed at the attached letter.
- Nomination “Computer Games” (choose one option):
- Via e-mail. The size of the project must not exceed 10 MB. Registration number of project has to be pointed at e-mail.
- Via post – mail. Projects have to be presented in the electronic information medium (laser disc). Registration number of project has to be pointed at the attached letter.
